Asbestos and Lead-Based Paint Surveys
CORE conducts comprehensive surveys for asbestos and lead-based paint hazards at school facilities citywide. Surveys include XRF screening, bulk sampling, and dust wipe testing in compliance with federal, state, and local regulations, ensuring safe conditions for students, staff, and contractors.

Abatement Design
CORE develops abatement design documents for lead and asbestos removal, tailored to active school environments. Services include cost estimating, specification writing, safety reviews, and integration with NYCSCA project schedules and educational operations.
“CORE supports the NYC School Construction Authority with comprehensive environmental consulting services—ensuring that hazardous materials are identified, managed, and remediated safely across hundreds of school facilities throughout New York City.”
Project Monitoring
CORE provides oversight during abatement activities, including daily on-site monitoring of contractors, coordination with construction managers, and verification of safety procedures. Reports document field conditions, contractor performance, and regulatory compliance.

Containment Area Inspection and Testing
Visual inspections and clearance testing are performed before, during, and after abatement activities. CORE ensures that containment zones are properly constructed, maintained, and meet reoccupancy criteria before being returned to use.
Ambient and Personal Air Monitoring
CORE performs real-time ambient air monitoring and OSHA-compliant personal exposure sampling during abatement. These efforts protect workers, faculty, and students from hazardous exposure and verify adherence to established safety thresholds.
Project Reporting
All services are documented through detailed reporting, including laboratory results, inspection logs, air sampling summaries, and final clearance documentation. Reports support NYCSCA’s internal compliance tracking and contractor payment review.
Quality Assurance Plan Implementation
CORE implements a rigorous QA/QC process to support the NYCSCA Industrial and Environmental Hygiene Division, reviewing accident prevention programs, contractor schedules, safety inspections, and change proposals to ensure consistency and regulatory compliance across school sites.
