CORE Environmental Consultants, Inc. is a key environmental partner supporting Greeley and Hansen (TYLin) under the Buffalo Sewer Authority’s (BSA) $1 billion Queen City Clean Waters (QCCW) Capital Projects Program. This transformative 10-year initiative encompasses over 50 project sites focused on improving Buffalo’s combined sewer system, CSO storage, smart sewer (RTC) technology, and upgrades to the Bird Island Wastewater Treatment Facility. CORE’s services are instrumental in ensuring environmental compliance, promoting environmental justice, and supporting community engagement across all program phases.
State Environmental Quality Review (SEQR) Compliance
CORE is responsible for completing Full Environmental Assessment Forms (FEAF) for each project site under SEQR. These assessments ensure compliance with New York State environmental regulations and facilitate project approvals. CORE coordinates with municipal and state regulatory agencies to streamline SEQR submissions and environmental permitting.

Hazardous Materials Inspections
To manage potential contamination at the project sites, CORE performs environmental hazard assessments at each location. This includes evaluating soil and groundwater conditions during geotechnical investigations. CORE’s inspections support early detection of hazardous substances, helping the program avoid costly delays or regulatory issues during construction.
“CORE’s environmental oversight and regulatory guidance play a crucial role in keeping our capital program both compliant and community-focused.”
Soil and Groundwater Sampling
CORE collects representative soil and groundwater samples for laboratory analysis, supporting waste characterization and disposal planning. This ensures that any contaminated materials are managed in accordance with hazardous waste regulations and minimizes environmental risks during excavation and infrastructure work.

Environmental Permitting & Regulatory Coordination
As part of the program management team, CORE provides ongoing regulatory support, including documentation and permitting assistance. This ensures that each project phase proceeds smoothly through agency review while adhering to state and federal environmental standards.
