CORE provides hazardous materials engineering, environmental investigation, and regulatory compliance services supporting the MTA’s multi-year rehabilitation and renewal of traction power facilities throughout NYCTA.
Asbestos Investigation & Abatement Design
CORE performs asbestos inspections and prepares asbestos survey and design documentation in accordance with applicable New York State and federal requirements. Services include sampling and laboratory analysis, documentation of asbestos-containing materials, and development of project-specific requirements for the management and abatement of identified materials.
PCB & Environmental Sampling
CORE performs PCB sampling of oil-filled electrical equipment, cables, and other suspect materials associated with existing transit infrastructure. Environmental investigations also include characterization of water and debris encountered within underground structures to establish appropriate handling, management, and disposal requirements.
Soil & Groundwater Investigations
CORE conducts soil and groundwater investigations to support excavation and subsurface construction activities. Sampling and laboratory analysis are used to characterize environmental conditions and establish requirements for soil management, disposal, dewatering, and other construction-related activities.

Environmental Specifications
CORE prepares project-specific environmental specifications addressing asbestos, lead, PCBs, contaminated soil, stormwater management, spill prevention, and water and debris management. Specifications are coordinated with project design requirements to address environmental obligations during construction.
Environmental Permitting & Documentation
CORE provides environmental planning and permitting support, including assistance with NEPA/SEQRA documentation, Environmental Assessment Forms, environmental permit identification, and application preparation. CORE also prepares System Wide Variance documentation and Site-Specific Procedures when required.
Regulatory Compliance & Project Support
CORE coordinates environmental activities throughout planning and design to identify regulated materials and environmental conditions before construction. This integrated approach supports regulatory compliance, safe construction practices, proper material management, and the continued improvement of critical New York City transit infrastructure.
