Project Overview

CORE Environmental Consultants, Inc. was selected by the Niagara Orleans Regional Land Improvement Corporation (NORLIC) as a pre-qualified environmental services provider. This work supports NORLIC’s mission to rehabilitate vacant and abandoned residential properties throughout Niagara County and return them to productive use. Under the first RFP awarded through this partnership, CORE completed Hazardous Materials Testing at nine residential properties. All work was performed in accordance with the Housing Trust Fund Corporation’s Environmental Compliance Handbook, ensuring full regulatory compliance.

Radon Testing

In alignment with EPA guidance (USEPA 402-R-92-004), CORE conducted radon testing at all nine properties over a three-day period. Radon levels were measured to assess potential indoor air quality risks to future occupants. The data supported NORLIC’s commitment to occupant safety and environmental health in rehabilitated homes.

Asbestos Surveys

Thorough asbestos surveys were conducted by certified professionals at each property. CORE inspectors identified and documented the location, condition, and extent of any asbestos-containing materials (ACMs). Where appropriate, samples were collected and submitted for laboratory analysis. The results were used to develop safe handling and abatement recommendations tailored to each site.

Lead-Based Paint Inspections

CORE performed detailed lead inspections to assess the presence of lead-based paint hazards, particularly in surfaces accessible to future occupants. The inspections were conducted in accordance with applicable regulations and aimed at ensuring that any lead-related risks were identified before renovation. These findings formed the basis for hazard mitigation strategies that comply with public health standards.

Hazardous Materials Summary Letters

Following all inspections, CORE prepared hazardous materials summary letters for each property. These letters documented the findings from asbestos and lead inspections and provided clear, actionable recommendations for remediation or hazard management. These summaries were essential for planning abatement activities and ensuring regulatory and funding compliance.
