CORE Environmental Consultants, Inc. was contracted to provide asbestos inspection and abatement oversight services for the multi-year renovation of a historic academic building located on a public university campus in Buffalo, New York. The project was part of a broader $63 million redevelopment effort aimed at rehabilitating legacy campus structures while maintaining full regulatory compliance.

Due to the building’s age and historical significance, it was anticipated that numerous asbestos-containing materials (ACMs) would be encountered during renovation. CORE mobilized a team of New York State Department of Labor (NYSDOL)-licensed air technicians, project monitors, and inspectors to lead all hazardous materials oversight activities.

CORE’s responsibilities included:

  • Conducting thorough asbestos surveys to assess the presence and condition of ACMs throughout the interior and exterior
  • Providing continuous third-party oversight during the removal of identified materials, including floor tile and mastic, cove base, plumbing fixtures, roofing components, and a fume hood containing transite panels
  • Implementing air monitoring programs during interior demolition, roof abatement, and selective removal of windows and exterior features
  • Collecting samples for lab analysis as needed when suspect materials were uncovered during demolition
  • Preparing a final compliance report detailing abatement activities, air monitoring results, and waste handling documentation

CORE’s team worked closely with the construction manager to ensure all abatement activities were executed in accordance with applicable regulations, with minimal disruption to the renovation schedule. The project emphasized the safe removal of hazardous materials from a structure actively being adapted for continued institutional use.

Asbestos Inspections

CORE conducted a comprehensive pre-renovation asbestos survey, identifying and characterizing suspect materials in accordance with NYSDOL regulations. This information was used to guide abatement planning and contractor coordination.

Asbestos Project Monitoring

CORE provided full-time environmental oversight during abatement activities, including air monitoring, contractor supervision, and regulatory documentation. Project monitors ensured safe working conditions and strict adherence to applicable standards throughout the renovation.
