CORE Environmental Consultants, Inc. has provided long-term stormwater compliance support to a truck leasing and rental facility located in Brooklyn, New York. This facility operates under the New York State Department of Environmental Conservation (NYSDEC) State Pollutant Discharge Elimination System (SPDES) Multi-Sector General Permit (MSGP) for Stormwater Discharges from Industrial Activity.

This ongoing project began with the development of a comprehensive Stormwater Pollution Prevention Plan (SWPPP) tailored specifically to the operational characteristics of a transportation and warehousing sector facility (Sector P). The SWPPP included a full materials inventory, a significant exposed materials assessment, and the creation of a pollution prevention team structure and compliance schedule. As part of this, CORE developed custom site inspection forms and a detailed reporting template to guide routine facility assessments.

SWPPP Preparation

CORE authored and regularly updates the SWPPP for this industrial facility to ensure compliance with evolving MSGP regulations. Best Management Practices (BMPs) were designed and integrated into site operations to minimize pollutant discharge risk. The SWPPP outlines the roles of the pollution prevention team, inspection protocols, corrective actions, and training requirements.

Stormwater Sampling & SPDES Reporting

CORE conducts quarterly and annual stormwater sampling in accordance with MSGP requirements. Sampling is triggered by a qualifying rainfall event of at least 0.1 inches and includes both quarterly and annual parameter sets. For Sector P facilities, this includes:

  • Quarterly: Chemical Oxygen Demand (COD)
  • Annually: COD, oil and grease, and BTEX compounds (benzene, toluene, ethylbenzene, and xylene)

All samples are analyzed by a New York State Department of Health (NYSDOH) Environmental Laboratory Accreditation Program (ELAP)-certified laboratory.

Following sample collection and analysis, CORE prepares and submits Discharge Monitoring Reports (DMRs) to NYSDEC on a quarterly basis and compiles an Annual Certification Report (ACR) each fourth quarter to demonstrate continued compliance.

Permit Renewal & Notice of Intent

In 2018, CORE supported the facility through its renewal process under the updated MSGP. This involved preparing a revised Notice of Intent (NOI) for NYSDEC submission and conducting a full review and update of the facility’s SWPPP to align with any new regulatory requirements.
