CORE Environmental Consultants, Inc. was retained to provide PCB sampling, investigation, and regulatory coordination for a redevelopment parcel at a large, active industrial site managed by a New York City development corporation. The work was required to support upcoming infrastructure upgrades and was conducted in compliance with EPA guidance, NYSDEC DER-10, and NYCDOB soil management policies.

CORE’s services included delineation of PCB-contaminated soils, confirmation sampling following limited removal, and support during construction activities requiring disturbance of known and suspected contamination zones.

Remedial Design & Regulatory Compliance

The project was governed by the Toxic Substances Control Act (TSCA), with remediation activities carried out under the Self-Implementing provisions of 40 CFR §761.61. CORE prepared a Self-Implementing Cleanup and Disposal Plan (SIP) and developed full remedial construction documents in compliance with New York State Department of Environmental Conservation (NYSDEC) standards.

Excavation Oversight & Field Engineering

Targeted excavation was performed with depths ranging from 1 to 15 feet, based on contaminant distribution. CORE provided daily on-site oversight to ensure proper handling of PCB-contaminated materials, verify conformance with the SIP, and manage contractor compliance throughout all phases of excavation and restoration.

Air Monitoring & Community Protection

Real-time air monitoring was conducted in accordance with the Site Management Plan (SMP), site-specific Health and Safety Plan (HASP), and the New York State Department of Health (NYSDOH) Community Air Monitoring Plan (CAMP). These measures ensured continuous protection of site personnel and surrounding residents during remediation activities.

Waste Characterization & Disposal Management

PCB-impacted soils were transported off-site for disposal at fully permitted hazardous waste facilities. CORE coordinated manifest tracking, ensured regulatory compliance, and performed confirmation endpoint and sidewall sampling to verify complete removal of contamination.

Site Restoration & Final Capping

Following successful remediation, CORE managed the backfilling of the excavated areas using clean recycled concrete aggregate (RCA) and restored the site to original grade. A final cap was installed in accordance with the Brooklyn Navy Yard Industrial Park Site Management Plan to ensure long-term environmental protection and regulatory closure.
