CORE Environmental Consultants, Inc. was retained by an environmental engineering prime consultant to perform environmental assessments in support of the Red Hook Coastal Resiliency Project (RHCR), a 470-acre flood protection initiative led by NYCEDC and the Mayor’s Office of Recovery and Resiliency. The assessments supported infrastructure planning and soil management during early-phase design and construction. CORE’s work included a Limited Phase I ESA, full Phase II ESA, and the development of site-specific remedial and health and safety plans.

Phase I & II Environmental Site Assessments

During the Limited Phase I ESA, CORE identified multiple Recognized Environmental Conditions (RECs), prompting a large-scale Phase II ESA. Field investigations included:

  • 114 soil borings
  • 10 temporary groundwater monitoring wells
  • 297 soil samples
  • 16 groundwater samples

Subsurface conditions were evaluated in accordance with NYSDEC DER-10 and CEQR guidelines. Lab results revealed elevated levels of SVOCs and heavy metals, likely due to historic fill and industrial legacy impacts.

Remedial Action & Safety Planning

In response to confirmed contamination, CORE prepared:

  • A Remedial Action Plan (RAP) for proper handling, transport, and disposal of impacted materials
  • A Community Air Monitoring Plan (CAMP) to ensure air quality compliance during soil disturbance
  • A Construction Health and Safety Plan (CHASP) to safeguard workers and the community

The combined planning framework ensures that flood mitigation construction can proceed safely and in full compliance with NYC and state environmental regulations.
