CORE Environmental Consultants, Inc. is providing stormwater compliance services for a solar ground mount construction project subject to the New York State Department of Environmental Conservation (NYSDEC) State Pollutant Discharge Elimination System (SPDES) General Permit for Stormwater Discharges from Construction Activity (GP-0-25-001).

The project involves construction-related soil disturbance associated with installation of elevated solar array tables designed to maintain pre- and post-development hydrologic conditions. Although the system minimizes long-term impacts, regulated land disturbance during construction required preparation of a project-specific Solar Ground Mount SWPPP and ongoing inspection services by a qualified professional.

CORE was retained to manage stormwater permitting, prepare the required SWPPP documentation, and provide construction-phase inspections to ensure continuous compliance with NYSDEC requirements throughout active construction.

Stormwater Permitting & SWPPP Preparation

CORE prepared a project-specific Solar Ground Mount SWPPP in accordance with GP-0-25-001 and the New York Standards and Specifications for Erosion and Sediment Control. SWPPP development included review of site design plans, evaluation of drainage patterns and topography, and identification of appropriate erosion and sediment control measures tailored to solar ground mount construction activities.

The SWPPP addressed temporary controls for disturbed areas, soil stockpiles, construction access points, and phased stabilization associated with array installation. CORE also prepared and submitted the electronic Notice of Intent (NOI) to NYSDEC and coordinated with regulatory staff to secure SPDES permit coverage prior to the start of construction.

CORE’s stormwater compliance services help renewable energy projects stay on schedule while meeting evolving regulatory requirements — from permit coverage through final stabilization.

Solar Ground Mount SWPPP Inspections & Compliance Monitoring

Following permit coverage, CORE has been providing ongoing Solar Ground Mount SWPPP inspections in accordance with SPDES General Permit requirements. Inspections include evaluation of disturbed areas, erosion and sediment control measures, soil stockpiles, and potential pollutant sources, as well as verification of stabilization progress following storm events.

CORE prepares NYSDEC-compliant inspection reports documenting site conditions, photographic evidence, certification statements, and any required corrective actions. Deficiencies are tracked through resolution, and all required records — including inspection logs, rainfall data, and SWPPP documentation — are maintained to support continuous permit compliance during construction.
