CORE Environmental Consultants, Inc. was retained to develop a Spill Prevention, Control, and Countermeasure (SPCC) Plan and provide petroleum bulk storage compliance support for a beverage distribution facility in West Seneca, NY. The site included a 15,000-gallon underground storage tank (UST), multiple aboveground storage tanks (ASTs), and petroleum-containing drums. The engagement focused on regulatory compliance with 40 CFR Part 112 and 6 NYCRR Part 613, helping the client minimize spill risks and meet EPA and NYSDEC operational requirements.

SPCC Plan Development

The SPCC Plan outlined the facility’s petroleum inventory, discharge prevention procedures, emergency response protocols, and equipment maintenance requirements. CORE assessed potential discharge pathways and provided spill containment and mitigation strategies to meet USEPA spill prevention standards. The Plan addressed response thresholds (1,000-gallon single discharge or multiple 42-gallon spills in 12 months) and included all applicable reporting and corrective action measures.

PBS Registration & Inspection Program Support

CORE developed inspection documentation and maintenance schedules for all UST and motor fuel dispensing systems, helping the facility meet operational requirements under 6 NYCRR Part 613. Tools included:

  • Weekly, monthly, and annual inspection checklists
  • Tank system component descriptions
  • Visual inspection protocols and documentation logs

This ensured the facility’s operational team had everything needed for regulatory preparedness and ongoing maintenance of critical fueling systems.
