CORE Environmental Consultants, Inc. supports the New York Power Authority (NYPA) in maintaining regulatory compliance across several major power generation facilities in Southeast New York. Under a long-term environmental services contract, CORE performs scheduled and event-based sampling across sites including the Charles Poletti Power Plant, as well as NYPA’s Small Clean Power Plants (SCPP) in the five boroughs.

SPDES Sampling & Analysis

CORE conducts weekly State Pollutant Discharge Elimination System (SPDES) sampling in compliance with both federal and New York State permit requirements. Groundwater, surface water, and waste samples are collected using state-of-the-art, standardized techniques, with field staff trained in efficient routing and sampling optimization across multiple geographically dispersed sites. All samples are delivered to NYSDOH ELAP-certified laboratories, and documentation is maintained through rigorous Chain-of-Custody protocols.

RCRA Waste Characterization Sampling

As part of NYPA’s hazardous waste compliance program, CORE collects and analyzes samples in accordance with 40 CFR 260–261 and 6 NYCRR Part 371. Sample matrices include wastewaters, sludges, and residuals, and are tested for:

  • Ignitability, corrosivity, reactivity, and toxicity
  • TCLP metals and organics
  • Percent solids/liquids
  • TOX, TOC, and BTU content
  • PCB levels and paint filter testing

The results are used to determine regulatory classification and proper handling, disposal, or treatment of generated waste materials.

Regulatory Reporting & Documentation

CORE prepares and submits required analytical reports, lab certifications, and field documentation to support NYPA’s SPDES and hazardous waste reporting obligations. Site-specific forms and chain-of-custody logs are used for each sampling event to maintain transparency and data integrity throughout the compliance cycle.
