CORE Environmental Consultants, Inc. was contracted by the demolition prime contractor to manage environmental compliance for the demolition of the former Con Edison Hudson Avenue Generating Station. CORE’s responsibilities included the development of a Stormwater Pollution Prevention Plan (SWPPP), waste characterization sampling, Community Air Monitoring, and weekly construction-phase inspections. The project also involved excavation for a future substation and the disposal of approximately 50,000 tons of soil, requiring precise regulatory coordination with NYSDEC and NYCDEP.

SWPPP Development & NYCDEP Permitting

CORE prepared a NYSDEC-compliant SWPPP and supported the submission process through NYCDEP’s Stormwater Permitting and Tracking System (SWPTS) due to the site’s location within an MS4 drainage area. The plan included:

  • Erosion & sediment control drawings
  • Best Management Practices (BMPs) for runoff and debris containment
  • Assistance with Notice of Intent and NYCDEP Construction Permit
  • On-site SWPPP inspections during construction

Soil Sampling & Waste Characterization Plan

To facilitate disposal, CORE developed a Soil Waste Characterization Plan and subdivided the site into twenty 60′ x 60′ sampling grids. Sonic drilling was used to collect samples up to 18 feet below grade, which were analyzed for:

  • VOCs, SVOCs, metals
  • PCBs, TOX, and other disposal criteria

CORE then developed hazardous and non-hazardous waste profiles and delineation drawings for transport to Clean Earth facilities.

Community Air Monitoring

CORE performed daily particulate matter monitoring to ensure airborne dust and emissions remained within acceptable thresholds throughout demolition and excavation.
