CORE Environmental Consultants implements and manages Community Air Monitoring Programs (CAMP) in accordance with New York State Department of Environmental Conservation (NYSDEC) and New York State Department of Health (NYSDOH) guidance. CAMP is required at many contaminated or remedial sites to protect adjacent communities and site workers from airborne hazards during soil disturbance, demolition, excavation, and cleanup activities.

CORE delivers turnkey CAMP services—including equipment setup, calibration, data recording, and regulatory reporting—ensuring your site remains compliant and transparent during field operations.

When Is Community Air Monitoring Required?

CAMP is typically mandated when:

  • Remedial excavation or intrusive activities are performed at a known or suspected contaminated site
  • The site is enrolled in a Brownfield Cleanup Program (BCP), Superfund, or State Voluntary Cleanup Program
  • Work involves the potential release of volatile organic compounds (VOCs) or particulate matter (PM-10)
  • Oversight by NYSDEC, NYSDOH, or another environmental agency is in place
  • A Site-Specific Health and Safety Plan (HASP) includes air monitoring as a control measure
  • There is a risk of public exposure to airborne contaminants due to proximity to residences, schools, or public areas

CAMP ensures that air quality thresholds are continuously monitored and immediate corrective action can be taken if action levels are exceeded.

What Does CORE Provide Under Community Air Monitoring?

Our comprehensive CAMP implementation includes:

  • Daily equipment setup and calibration
  • Deployment of real-time air monitoring instruments, including:
    • Photoionization Detectors (PIDs) for VOC detection
    • Particulate monitors for PM-10 measurement
  • Upwind and downwind sampling station placement
  • Meteorological monitoring, including wind speed/direction and temperature
  • Field logs, QA/QC procedures, and response protocols for exceedances
  • Alert thresholds and stop-work protocols per NYSDOH/DER-10 guidelines
  • Daily or weekly summary reporting, including charts, exceedance logs, and documentation of work stoppages or corrective actions

CORE’s air monitoring technicians are trained in instrumentation, field safety, and regulatory requirements.

Our Process

  1. Pre-Mobilization Planning
We review the scope of intrusive work, site layout, and surrounding receptors to develop a site-specific CAMP plan.
  2. Instrument Setup and Calibration
Monitoring units are placed at upwind and downwind locations, typically at breathing zone height. Instruments are calibrated to manufacturer and agency standards.
  3. Real-Time Monitoring During Active Work
During soil disturbance, demolition, or intrusive sampling, our technicians collect continuous air quality data and respond to any alert conditions.
  4. Action-Level Response
If VOCs or dust levels exceed prescribed thresholds (e.g., 5 ppm VOCs above background, 150 µg/m³ PM-10), CORE initiates immediate response actions such as misting, work stoppage, or barrier adjustment.
  5. Data Management and Reporting
At the end of each monitoring day, we compile and interpret the data, document compliance or exceedances, and prepare summary reports for regulatory submission.

Community Air Monitoring Regulatory Alignment

CORE’s CAMP services follow:

  • NYSDOH Generic Community Air Monitoring Plan
  • NYSDEC DER-10 (Appendix 1A)
  • OSHA air quality standards (for worker exposure)
  • Project-specific RAWP, SMP, or HASP requirements
  • Site easement or redevelopment covenant air monitoring conditions

We ensure defensible data and fast turnaround on reporting to minimize project delays or non-compliance findings.

Our Construction Oversight & Monitoring Services.

Site-Specific Health and Safety Plans (HASPs)

CORE prepares Site-Specific Health and Safety Plans (HASPs) for hazardous waste sites, remedial construction, and regulated environmental work. Our HASPs include task hazard analyses, PPE protocols, air monitoring triggers, decontamination procedures, and emergency response protocols—fully compliant with OSHA 29 CFR 1910.120 and tailored for site-specific risks.

Community Air Monitoring Programs (CAMP)

CORE implements Community Air Monitoring Programs (CAMP) during soil disturbance, excavation, and remediation activities in accordance with NYSDEC DER-10 and NYSDOH guidance. We deploy real-time PM-10 and VOC monitoring stations, maintain field logs, and issue work stoppage alerts to protect public health and demonstrate regulatory compliance.

Noise and Vibration Monitoring

CORE provides continuous and spot-check noise and vibration monitoring for construction, demolition, and infrastructure projects near sensitive receptors. We use calibrated equipment to document compliance with local noise ordinances, FHWA, and FTA standards, and deliver reporting that supports litigation protection, permitting, and public outreach.

OSHA Hazard Communication & Training

CORE delivers OSHA-compliant Hazard Communication programs, including written plans, Safety Data Sheet (SDS) management, chemical labeling, and field training. We help clients meet 29 CFR 1910.1200 requirements through customized toolbox talks, documented briefings, and facility audits—ensuring employees understand and control chemical exposure risks.

Emergency Action and Spill Response Plans

CORE develops Emergency Action Plans (EAPs) and Spill Response Plans for construction, remediation, and facility operations involving hazardous materials. Our plans include site evacuation protocols, spill containment procedures, responder roles, and regulatory reporting pathways—aligned with OSHA 1910.38, SPCC, and site-specific hazards.

Environmental Oversight During Construction

CORE provides on-site environmental oversight to monitor contractor compliance during earthwork, remediation, and infrastructure construction. Our field staff document conditions, verify adherence to HASPs, SWPPPs, CAMPs, and work plans, and coordinate with regulatory agencies to maintain environmental control and reduce risk of delays or violations.

Protect the Public and Your Project

Ensure your site stays compliant, your community stays informed, and your field operations stay on track—trust CORE to manage your CAMP from start to finish.
