CORE Environmental Consultants provides customized OSHA Hazard Communication Training (HazCom) programs and safety training services to help employers meet their obligations under 29 CFR 1910.1200. Our programs ensure that employees are informed, trained, and protected from chemical hazards encountered during construction, remediation, and environmental fieldwork.

From preparing compliant written programs to delivering targeted worker training, CORE helps project teams stay safe, informed, and fully aligned with regulatory standards—while minimizing the risk of citations, incidents, or operational delays.

What Is Hazard Communication Training?

The OSHA Hazard Communication Standard (HCS) is designed to ensure that all workers:

  • Know what hazardous chemicals they may be exposed to
  • Understand how to handle them safely
  • Can access Safety Data Sheets (SDSs) and chemical labeling information
  • Receive training appropriate to the chemicals present on-site

HazCom applies to all employers whose workers may be exposed to hazardous chemicals—including construction managers, environmental contractors, and remediation firms.

CORE’s Hazard Communication Training Services

We provide full support for:

  • Written Hazard Communication Training Program (HCP) development
  • Chemical inventory compilation and SDS management
  • Labeling and secondary container compliance
  • Employee training programs (live or virtual) in:
    • Hazard recognition and safe handling
    • SDS access and interpretation
    • Label formats and pictogram meanings (GHS system)
    • Use of PPE and spill/emergency response procedures
  • Training rosters and documentation for audits
  • Annual refreshers or project-specific briefings
  • HazCom audits to evaluate compliance across multiple job sites

All services are tailored to your workforce, site scope, and regulatory exposure.

When Is Hazard Communication Training Required?

Training is required when:

  • A project introduces new hazardous substances
  • Employees work with or near solvents, adhesives, fuels, paints, or contaminants
  • Remediation or abatement involves chemicals requiring PPE or ventilation
  • A Phase II ESA, RAWP, or HASP calls for worker protection from known site hazards
  • New hires or subcontractors join a project with chemical exposure risks
  • OSHA 1910.1200(e) requires updated programs based on site conditions

Training must occur at time of initial assignment and whenever a new chemical hazard is introduced.

Our Hazard Communication Training and Documentation Approach

  1. Pre-Training Evaluation
CORE reviews the project scope, SDSs, HASP, and client-specific safety requirements to determine relevant hazards and exposure scenarios.
  2. Program Preparation
We develop or update your written Hazard Communication Program, ensuring alignment with OSHA’s five key elements:
    • Written plan
    • Labeling
    • SDS availability
    • Employee training
    • List of hazardous chemicals
  3. Training Delivery
Sessions are delivered live, virtually, or on-site, incorporating hands-on examples, real materials, and site-specific hazard controls.
  4. Recordkeeping and Certification
We provide training rosters, certificates, and compliance summaries for your files—ensuring you’re ready for audits or inspections.

Regulatory Standards Covered

CORE’s programs comply with:

  • OSHA 29 CFR 1910.1200 (HazCom Standard)
  • OSHA 29 CFR 1926 Subpart D (Construction Safety & Health)
  • Globally Harmonized System (GHS) labeling and pictograms
  • Employer obligations under HAZWOPER (1910.120)
  • Applicable EPA, DOT, and local fire code requirements for storage and transport

We also integrate our programs with your Health and Safety Plan (HASP) and Job Hazard Analyses (JHAs) for continuity.

Our Construction Oversight & Monitoring Services.

Site-Specific Health and Safety Plans (HASPs)

CORE prepares Site-Specific Health and Safety Plans (HASPs) for hazardous waste sites, remedial construction, and regulated environmental work. Our HASPs include task hazard analyses, PPE protocols, air monitoring triggers, decontamination procedures, and emergency response protocols—fully compliant with OSHA 29 CFR 1910.120 and tailored for site-specific risks.

Community Air Monitoring Programs (CAMP)

CORE implements Community Air Monitoring Programs (CAMP) during soil disturbance, excavation, and remediation activities in accordance with NYSDEC DER-10 and NYSDOH guidance. We deploy real-time PM-10 and VOC monitoring stations, maintain field logs, and issue work stoppage alerts to protect public health and demonstrate regulatory compliance.

Noise and Vibration Monitoring

CORE provides continuous and spot-check noise and vibration monitoring for construction, demolition, and infrastructure projects near sensitive receptors. We use calibrated equipment to document compliance with local noise ordinances, FHWA, and FTA standards, and deliver reporting that supports litigation protection, permitting, and public outreach.

OSHA Hazard Communication & Training

CORE delivers OSHA-compliant Hazard Communication programs, including written plans, Safety Data Sheet (SDS) management, chemical labeling, and field training. We help clients meet 29 CFR 1910.1200 requirements through customized toolbox talks, documented briefings, and facility audits—ensuring employees understand and control chemical exposure risks.

Emergency Action and Spill Response Plans

CORE develops Emergency Action Plans (EAPs) and Spill Response Plans for construction, remediation, and facility operations involving hazardous materials. Our plans include site evacuation protocols, spill containment procedures, responder roles, and regulatory reporting pathways—aligned with OSHA 1910.38, SPCC, and site-specific hazards.

Environmental Oversight During Construction

CORE provides on-site environmental oversight to monitor contractor compliance during earthwork, remediation, and infrastructure construction. Our field staff document conditions, verify adherence to HASPs, SWPPPs, CAMPs, and work plans, and coordinate with regulatory agencies to maintain environmental control and reduce risk of delays or violations.
