CORE Environmental Consultants specializes in evaluating, designing, and implementing Vapor Intrusion Mitigation Systems (VIMS) to prevent harmful subsurface vapors—such as volatile organic compounds (VOCs) and petroleum constituents—from entering indoor air spaces. Our systems are designed in accordance with DER-10, NYSDEC VI Guidance (2017), and USEPA screening levels, ensuring occupant protection and regulatory compliance.

Whether as part of new construction, brownfield redevelopment, or response to a Sub-Slab Vapor Mitigation (SSVM) requirement, CORE delivers effective, site-specific solutions tailored to project needs.

When Are Vapor Mitigation Systems Required?

  • When sub-slab or indoor air testing reveals VOCs above action levels
  • At Brownfield Cleanup Program (BCP) sites with known vapor intrusion risks
  • When requested by NYSDEC, DOH, or a local health department
  • For redevelopment or occupancy of contaminated or formerly industrial properties
  • In conjunction with remedial actions, risk assessments, or institutional controls

Vapor intrusion, if left unaddressed, can lead to health risks, building restrictions, and project delays.

CORE’s VIMS Services

We provide turnkey vapor mitigation services for residential, commercial, and institutional buildings:

  • Vapor mitigation feasibility studies and alternatives analysis
  • Sub-slab depressurization system (SSDS) design
  • Passive and active vapor barrier system specifications
  • HVAC integration and pressure control evaluation
  • Installation oversight and field QA/QC
  • Post-installation system balancing and startup testing
  • OM&M plans and system inspection protocols
  • Documentation for RAWPs, FERs, and SMPs

Our Process

  1. Vapor Intrusion Assessment
CORE begins with a review of soil vapor, sub-slab, and indoor air data to confirm vapor intrusion pathways and determine mitigation triggers.
  2. System Design & Agency Coordination
We design mitigation systems that may include passive or active barriers, SSDS piping networks, fans, and in-line monitoring ports. We coordinate with NYSDEC and DOH for design approval.
  3. Installation Oversight & Quality Control
Our field team inspects barrier installation, piping layout, fan placement, and sealing. We verify design conformance, system tightness, and construction sequencing.
  4. System Startup & Monitoring
CORE conducts system startup, pressure field extension testing, and prepares startup logs, followed by preparation of OM&M plans for long-term care.
  5. Regulatory Documentation & Closure
We prepare all supporting documentation for inclusion in RAWPs, FERs, and SMPs, including as-built drawings, photos, and performance data.

Our Environmental Remediation Consulting Services

Remedial Investigations & Feasibility Studies (DER-10)

CORE conducts Remedial Investigations (RIs) and Feasibility Studies (FSs) in accordance with NYSDEC DER-10 to characterize contamination and evaluate cleanup alternatives. Our services include sampling plans, conceptual site models, risk assessments, and cost-benefit analyses to support the selection of effective, regulatory-approved remedial strategies.

Brownfield Cleanup Program (BCP) Support

CORE offers comprehensive support for Brownfield Cleanup Program (BCP) sites, guiding property owners and developers through investigation, remedial action planning, community outreach, and documentation. We coordinate closely with NYSDEC to secure Certificates of Completion (COCs), tax credit eligibility, and regulatory closure for redevelopment projects on environmentally impacted land.

In-Situ & Ex-Situ Remediation

CORE designs and implements both in-situ and ex-situ remediation technologies to treat contaminated soil, groundwater, and vapor at active and legacy sites. Our capabilities include excavation, chemical oxidation, bioremediation, soil vapor extraction (SVE), and stabilization techniques, selected based on cost, site access, contaminant type, and regulatory targets.

Vapor Intrusion Mitigation Systems

CORE designs vapor intrusion mitigation systems that protect indoor air quality in buildings located above contaminated subsurface environments. Our services include sub-slab depressurization system (SSDS) design, passive venting, vapor barriers, and post-installation verification sampling, all compliant with NYSDOH and NYSDEC guidance.

Groundwater Monitoring & Reporting

CORE conducts routine and long-term groundwater monitoring programs to track contaminant migration, demonstrate remedy effectiveness, and support regulatory closure. We install and sample monitoring wells, analyze results against groundwater standards, and prepare detailed reports for submission under DER-10, BCP, and Superfund oversight.

Site Management Plans (SMPs) & Periodic Review Reports (PRRs)

CORE prepares and maintains Site Management Plans (SMPs) and Periodic Review Reports (PRRs) to ensure the long-term protectiveness of institutional and engineering controls. Our reports include inspection protocols, maintenance records, and regulatory certifications that align with NYSDEC DER-10 and site-specific environmental easements.

Regulatory Closure & Coordination

CORE manages the regulatory closure process by compiling investigation and remediation data, preparing closure reports, and coordinating with NYSDEC, NYC OER, and other agencies. Our goal is to achieve No Further Action (NFA) determinations or Certificates of Completion (COCs), ensuring sites are compliant, documented, and redevelopment-ready.
