When disturbing asbestos- or lead-containing materials, regulatory agencies require independent oversight to ensure the safety of workers, occupants, and the surrounding community. Airborne fibers and lead dust can pose serious health risks if not properly controlled through containment, negative air systems, wet methods, and other best practices.

CORE’s licensed monitors serve as your on-site representatives—providing daily oversight, air sampling, documentation, and guidance throughout the abatement process.

When Is Air Monitoring Needed?

You may need asbestos or lead abatement monitoring in the following situations:

  • Asbestos abatement under NYSDOL Industrial Code Rule 56
  • Renovations or demolitions requiring ACP-7 filings
  • Lead paint removal under EPA/HUD/OSHA regulations
  • Tenant re-occupancy following hazard mitigation
  • School or childcare building maintenance and clearance
  • Public, commercial, or multi-family residential projects involving hazardous materials

Monitoring is often required by building departments, permitting authorities, or housing standards—even for minor abatement.

Our Monitoring Services

CORE provides complete field oversight and certified documentation to support safe abatement activities and final clearance.

1. Pre-Abatement Site Readiness Checks

Before abatement begins, our monitors verify that the work area has been set up properly. This includes:

  • Negative air pressure systems and HEPA filtration
  • Decontamination units for workers
  • Proper signage and perimeter barriers
  • Personal protective equipment (PPE) and entry/exit procedures
  • Review of contractor abatement plans and project logs

These checks help avoid violations, prevent exposure incidents, and support successful project outcomes from day one.

2. Ambient and Personal Air Sampling

Asbestos
  • Background sampling is conducted prior to abatement to establish baseline fiber concentrations.
  • Daily air sampling inside and outside containment areas is performed during abatement activities using calibrated pumps.
  • Final clearance sampling is conducted per NYSDOL Code Rule 56 and EPA AHERA standards. Samples are analyzed via PCM (Phase Contrast Microscopy) or TEM (Transmission Electron Microscopy), depending on project requirements.
Lead
  • Visual oversight of lead abatement practices including PPE use, HEPA vacuums, and wet methods
  • Lead dust wipe sampling following abatement, conducted in accordance with HUD Guidelines and EPA 40 CFR Part 745, particularly in child-occupied or residential properties

3. Daily Project Monitoring

Our certified monitors remain on site during active abatement to document:

  • Work practices and adherence to containment
  • Ambient air quality trends
  • Worker PPE compliance
  • Unforeseen hazards or breaches
  • Chain-of-custody for collected samples

Detailed field logs are maintained and available for regulatory or client review.

4. Clearance Testing & Final Documentation

Once abatement is complete and visual clearance is achieved, CORE performs final air or dust wipe sampling as applicable:

  • Asbestos clearance sampling in accordance with Code Rule 56 and AHERA protocols
  • Lead clearance dust wipe sampling with lab-certified results compared against regulatory thresholds

All clearance samples are submitted to NVLAP- or AIHA-accredited laboratories, with results provided as part of a complete clearance report.

Deliverables Include:

  • Daily air monitoring reports
  • Chain-of-custody documentation
  • Annotated field logs and site photos
  • Laboratory reports and clearance data
  • Final summary report with regulatory interpretation
  • Assistance with ACP filings and contractor coordination

Our Hazardous Materials Consultant Services.

Asbestos Surveys and Abatement designs

Our certified team conducts thorough surveys to identify asbestos-containing materials in buildings slated for renovation or demolition. We then develop customized abatement designs that meet regulatory requirements and support safe, cost-effective project execution.

Lead-Based Paint Inspections & Risk Assessments

We perform HUD-compliant surface-by-surface inspections using XRF technology, along with targeted risk assessments. Our reports identify lead hazards, provide clear next steps for remediation, and help clients comply with HPD and EPA standards.

Asbestos and Lead Abatement Air Monitoring

We provide real-time air monitoring and on-site oversight during asbestos and lead abatement projects. Our NYS-certified professionals ensure all work is performed safely and in accordance with federal, state, and local guidelines—protecting workers and the public.

Mold and Indoor Air Quality Investigations

We investigate sources of moisture intrusion and perform visual and moisture meter assessments to identify mold presence. Our reporting includes remediation guidance to restore indoor air quality and protect the health of building occupants.

PCB Sampling and Analysis

Our team identifies and samples materials suspected of containing PCBs, such as caulk, paint, and transformers. We assist clients in meeting TSCA and local disposal regulations, reducing environmental liability and ensuring safe redevelopment of legacy sites.

Hazardous Materials Clearance and Reporting

CORE provides certified post-abatement inspections, air and dust sampling, and full regulatory reporting to verify that asbestos, lead, mold, or other hazards have been properly removed. Our independent clearance documentation ensures safe re-occupancy and compliance with local, state, and federal standards.
