CORE Environmental Consultants is recognized among the top asbestos survey companies serving New York City and Western New York. We provide comprehensive asbestos surveys and abatement design services to support safe renovation, demolition, and facility management.

Our NYSDOL-certified inspectors and abatement designers ensure full compliance with EPA, NYCDEP, and OSHA standards. Whether you’re managing a facility, planning a capital project, or preparing for demolition, CORE delivers a turnkey solution—from asbestos inspection through contractor-ready plans and ACP-5 filing support.

When Are These Services Required?

Both asbestos surveys and abatement designs are legally required in New York when disturbing building materials that may contain asbestos. As a leader among asbestos survey companies, CORE commonly performs services:

  • Prior to renovation or demolition of buildings constructed before 1985
  • To satisfy DOB/DEP filing requirements, including ACP-5 and ACP-7
  • As part of hazardous material surveys for property transfers or compliance
  • In support of abatement contractor bid packages
  • To assist with environmental remediation and construction phasing

CORE works on projects ranging from single-unit assessments to complex multi-structure investigations, all with the same emphasis on defensibility and compliance.

Our Asbestos Survey Process

1. Pre-Survey Review

We begin with a review of building records, prior surveys (if available), drawings, and the proposed scope of work. This helps determine the appropriate survey classification under NYSDOL Industrial Code Rule 56 (limited, targeted, or comprehensive).

This step ensures fieldwork will align with regulatory filing needs from the start.

2. Visual Inspection

Certified NYSDOL Asbestos Inspectors perform a room-by-room walkthrough, identifying and documenting all suspect ACMs by homogeneous area. Common materials include:

  • Pipe and duct insulation
  • Floor tile and mastic
  • Plaster, joint compound, and wall systems
  • Ceiling tiles and spray-applied fireproofing
  • Roofing materials, window caulking, and waterproofing

Inspectors log detailed information including location, material condition, friability, and accessibility.

3. Bulk Sample Collection

Representative samples are collected from each suspect material using destructive or non-destructive methods, depending on access and occupancy status. All sampling is performed using PPE and safety protocols, minimizing exposure risks and disruption.

Samples are submitted to NVLAP-accredited laboratories for Polarized Light Microscopy (PLM) analysis in accordance with EPA Method 600/M4-82/020. TEM analysis may be conducted for NOB (non-friable organically bound) materials when PLM results are inconclusive.

4. Documentation & Reporting

All confirmed ACMs are mapped on annotated floor plans and quantified in square or linear footage. Reports include:

  • Material types and friability classifications
  • Laboratory results with sample IDs and analysis methods
  • Photos of sampling locations and affected materials
  • Regulatory notes for DOB/DEP filing
  • ACP-5 preparation if no ACMs are found in the scope of work

Our Asbestos Abatement Design Services

When ACMs are confirmed and removal is required, CORE provides complete abatement design services, including specifications, plans, and contractor coordination support.

1. Scope of Work Development

We translate survey findings into a clearly defined work scope, identifying:

  • ACM types and quantities
  • Work area locations and boundaries
  • Required controls (containment, isolation, negative pressure)

Design documents are tailored to site conditions, project timelines, and other trade interactions.

2. Technical Specifications

We develop project specifications that define:

  • Work procedures for removal or encapsulation
  • Engineering controls and air monitoring
  • PPE and worker protection requirements
  • Waste handling, labeling, and disposal protocols
  • Regulatory references and filing requirements

Our documents align with NYSDOL Code Rule 56, OSHA 1926.1101, and applicable city regulations.

3. Drawings & Bid Documents

If needed, we generate work area plans or floor plan overlays to support contractor bidding and DEP filings. These drawings help clarify logistics, sequencing, and access requirements.

We also assist in preparing content for bid packages, helping clients obtain competitive, informed proposals.

4. Contractor & Regulator Coordination

During the design phase, we coordinate with construction teams, site managers, and regulatory representatives as needed to:

  • Review abatement designs for feasibility
  • Address phasing or schedule concerns
  • Incorporate design updates from other trades
  • Prepare or review ACP-7 forms for DEP submission

Our Hazardous Materials Consultant Services.

Asbestos Surveys and Abatement designs

Our certified team conducts thorough surveys to identify asbestos-containing materials in buildings slated for renovation or demolition. We then develop customized abatement designs that meet regulatory requirements and support safe, cost-effective project execution.

Lead-Based Paint Inspections & Risk Assessments

We perform HUD-compliant surface-by-surface inspections using XRF technology, along with targeted risk assessments. Our reports identify lead hazards, provide clear next steps for remediation, and help clients comply with HPD and EPA standards.

Asbestos and Lead Abatement Air Monitoring

We provide real-time air monitoring and on-site oversight during asbestos and lead abatement projects. Our NYS-certified professionals ensure all work is performed safely and in accordance with federal, state, and local guidelines—protecting workers and the public.

Mold and Indoor Air Quality Investigations

We investigate sources of moisture intrusion and perform visual and moisture meter assessments to identify mold presence. Our reporting includes remediation guidance to restore indoor air quality and protect the health of building occupants.

PCB Sampling and Analysis

Our team identifies and samples materials suspected of containing PCBs, such as caulk, paint, and transformers. We assist clients in meeting TSCA and local disposal regulations, reducing environmental liability and ensuring safe redevelopment of legacy sites.
