Soil Characterization For Waste Disposal

CORE performed soil characterization for waste disposal purposes at the Metropolitan Transportation Authority (MTA) College Point Bus Depot located at 128-15 28th Avenue in Flushing, New York. The waste characterization was performed to be included as part of a bid package for Site development work that included an approximately 15,600 cubic foot excavation.

In order to properly characterize the soil, CORE developed a sampling plan that included the installation of 29 soil borings to collect a total of seven composite samples for total petroleum hydrocarbons (TPH) – diesel range organics (DRO) and gasoline range organics (GRO); volatile organic compounds (VOCs); total Resource Conservation and Recovery Act (RCRA) metals; polychlorinated biphenyls (PCBs); polycyclic aromatic hydrocarbons (PAHs); and hazardous waste characteristics Toxicity Characteristic Leaching Procedure (TCLP) RCRA metals, ignitability, corrosivity (pH), and reactive sulfide and cyanide according to the disposal facility’s required sample procedures based on the volume of soil.

Laboratory analytical results were compared to New York State Department of Environmental Conservation (NYSDEC) Part 375 Soil Cleanup Objectives (SCOs) for Unrestricted, Residential, and Industrial Uses. Several compounds were detected in exceedence of the applicable Unrestricted Use SCOs; however, CORE determined that the compounds were the result of urban fill underlying the Site. Based on this determination, CORE identified that MTA soil handling specifications indicated that the soil must be handled as construction and demolition (C&D) debris.

CORE prepared a letter report that included a summary of field activities, analytical sample and analytical data summary tables, a Site figure with boring locations, an example waste profile sheet, and waste characterization determinations.
