Job: Lead Paint Project Monitor
LOCATION: Queens, NYC
Position Summary: We are seeking a dedicated and detail-oriented Lead Paint Project Monitor to oversee lead abatement projects within the NYC subway system. This position involves regular travel across the five boroughs and is responsible for ensuring regulatory compliance, conducting air monitoring, and maintaining detailed documentation of site conditions and contractor activities. Essential Functions:
- Coordinate with the Abatement Contractor to review worksite preparation before the start of work.
- Perform background air sampling in accordance with SSPC guidelines and industry best practices.
- Identify activities that may disturb lead-containing materials and ensure preventive controls are in place.
- Verify compliance with NYC licensing requirements for hazardous waste removal and disposal.
- Conduct pre-abatement site inspections, including verification of:
- Proper use and availability of personal protective equipment (PPE)
- Clear posting of safety signage and emergency protocols
- Correct installation of containment barriers and ventilation systems
- Functionality of decontamination stations and adequacy of waste storage areas
- Continuously monitor abatement activities for compliance with safety and environmental standards.
- Conduct real-time air monitoring and document results accurately.
- Maintain a detailed daily log of contractor activities at 30-minute intervals.
- Ensure all containment, waste management, and decontamination procedures are properly executed.
- Perform final inspections post-abatement and authorize site clearance upon satisfactory completion.
- Report non-compliance issues and ensure corrective actions are documented and implemented.
- Utilize appropriate PPE (e.g., gloves, respirators) during site inspections and monitoring activities.
- Promote and enforce safe handling, removal, and disposal of lead-contaminated materials.
- Ensure site cleanup and disposal practices comply with local and federal environmental standards.
- High school diploma or equivalent required.
- Training or certifications in environmental health, industrial hygiene, or related fields are a plus.
- Prior experience in environmental inspections, construction, or safety compliance preferred.
- Strong organizational and time management skills.
- Excellent attention to detail and ability to follow standard operating procedures.
- Effective written and verbal communication skills.
- Ability to work independently and collaboratively in a team environment.
- Physically capable of performing site work, including standing for extended periods and handling field equipment.
- Familiarity with hazardous materials handling and regulatory compliance preferred.
- Competent in administrative tasks such as data entry and document organization.
- Valid driver’s license and access to a reliable vehicle for travel to project sites.
- Willingness to obtain the following certifications (company-sponsored training available):
- OSHA 10 or 30-hour certification
- SSPC C3 or C5 certification
- NYC Track Safety Training for subway work
- Strong understanding of OSHA regulations (29 CFR 1926.62) and lead abatement practices.
- Ability to work independently in a fast-paced, safety-critical environment.
- Asbestos Project Monitor Certification (preferred but not required)
- Experience with lead abatement, hazardous materials management, or industrial hygiene.
- Additional environmental or construction safety certifications.
- Clear and legible handwriting, strong documentation and reporting skills.
- The Lead Paint Project Monitor's schedule is based on the contractor’s abatement activities. Work hours may include night shifts, weekends, and extended periods to match the project timeline. Flexibility is essential to provide continuous oversight throughout abatement operations.
