COMPREHENSIVE ASSESSMENTS OF EXISTING CONDITIONS

CORE Environmental Consultants, Inc. (CORE) was on the Greeley Hansen (TYLin) project team for the Buffalo Sewer Authority (BSA) contracts: the Real Time Control Scajaquada Creek and Black Rock Canal Smart Sewer Projects. CORE was responsible for hazardous materials inspections and State Environmental Quality Review (SEQR) for six (6) projects. These initiatives aim to establish a network of Real Time Control (RTC) sites using smart logic to optimize inline storage (ILS) and conveyance capacity in the collection system.

CORE conducted comprehensive assessments of existing conditions and performing hazardous materials surveys at designated project sites. This effort is crucial for identifying potential challenges related to implementing RTC facilities. CORE's licensed inspectors are meticulously surveying manhole structures to evaluate and document the presence of hazardous materials such as lead and asbestos, ensuring adherence to safety and environmental regulations. Detailed reports are being prepared to document survey findings, particularly focusing on lead and asbestos within manhole structures.

The SEQR process plays a pivotal role in evaluating potential environmental impacts associated with these projects. Although classified as Unlisted actions, they underwent a coordinated review as Type I actions, with BSA serving as the lead agency. CORE initiated the SEQR process by engaging local and state agencies responsible for environmental reviews and assessments. This included consultation with entities such as the New York State Historic Preservation Office (SHPO), US Fish and Wildlife Service (FWS), New York State Natural Heritage Program, New York State Environmental Facilities Corporation, Buffalo Department of Public Works, and the Olmsted Parks Conservancy.

During the SEQR review, it was determined that several endangered species inhabit the vicinity of project sites, and one site lies within a designated historic district. Through collaboration and detailed assessment, the projects were found not to adversely impact environmental resources. Letters of No Impact were obtained from all concerned agencies for the sites. CORE facilitated the completion of Full Environmental Assessment forms on behalf of BSA and assisted in preparing Negative Declaration Statements for each project site.

CORE continues to work closely with project stakeholders and regulatory bodies to ensure that environmental impacts are mitigated to the fullest extent possible during the detailed design and implementation phases of the projects.
