STORMWATER POLLUTION PREVENTION PLAN AND PERMITTING

CORE Environmental Consultants (CORE) was retained by Breeze National, Inc. (Breeze) to complete a construction Stormwater Pollution Prevention Plan (SWPPP) and permitting submissions to the New York State Department of Environmental Conservation (NYSDEC) and the New York City Department of Environmental Protection (NYCDEP). The project consisted of the demolition of the McKeon Door Building and slab, removal of existing underground storage tanks, and the final grading and stabilization of the site, including the installation and removal of all ESC measures.

CORE prepared a SWPPP for the project in accordance with the NYSDEC State Pollution Discharge Elimination System (SPDES) General Permit for Stormwater Discharge. The SWPPP included a discussion of sediment and erosion control practices designed in conformance with applicable regulations, Best Management Practices (BMPs) to be used to prevent construction debris from polluting stormwater discharges, and Erosion and Sediment Control drawings showing where the necessary practices were implemented during construction.

The project site was located within the NYCDEP’s MS4 drainage area and a NYCDEP Stormwater Construction Permit was required. CORE completed the permit submission to the NYCDEP’s Stormwater Permitting and Tracking System (SWPTS). Once the application and, SWPPP were approved by NYCDEP, CORE submitted the Notice of Intent (NOI) to the NYSDEC to gain coverage under the General Permit.

Upon the start of soil disturbance construction, CORE performed on-site SWPPP inspections to ensure that all SWPPP controls were properly installed, maintained, and functioning correctly. Once the site achieved final stabilization, CORE submitted the construction closeout information to the NYCDEP and the Notice of Termination to the NYSDEC.
