Remedial Investigation and Remediation

CORE was retained by Hamil Stratten Properties to perform environmental investigation and remediation services at the former National Rubber Adhesives (NRA) facility. NRA occupied the 9th Street facility for 62 years and utilized the space for adhesive manufacturing, equipment and materials storage, and office space. Historical records indicate that there were seven underground storage tanks (USTs) at this Facility formerly containing gasoline, toluene, heptane, and methyl ethyl ketone. Following previous investigations at the Site, the New York State Department of Environmental Conservation (NYSDEC) Spill No. 96-02231 and State ID 2-41-028 under the NYSDEC Brownfield Cleanup Program were assigned to the Site. The Site is located in a heavily commercialized and industrialized area. Previous Site Investigations revealed high levels of volatile organic compounds (VOCs), primarily toluene, in soils and groundwater beneath the property. CORE’s responsibility was to address activities required by the Order on Consent associated with the Site. CORE initially submitted a Records Search Report, followed by Initial and Second Phase Remedial Investigation/Feasibility Study (RI/FS) Work Plans. During the Initial Phase of the RI/FS, CORE performed a membrane interphase probe (MIP) assessment on Site to pre-screen the property and identify areas requiring additional delineation and characterization. The Phase II RI/FS Work Plan was submitted to, and approved by, NYSDEC. Phase II Remedial Investigation activities include soil boring and groundwater monitoring well installation, soil and groundwater sample collection, and sub-slab, soil gas, and indoor air quality sample collection. As part of Phase II RI/FS field activities, CORE also oversaw the closure and removal of six previously unknown USTs identified during the MIP assessment. Following completion of the field program, CORE has submitted a draft RI/FS suggesting appropriate remedial actions for conditions encountered at the Site for NYSDEC approval.
