Spill Prevention, Control & Countermeasures Plan

CORE Environmental Consultants was hired to complete Petroleum Bulk Storage (PBS) Facility Reports, As-Built Drawings of tanks and Spill Prevention, Control, and Countermeasures Plans (SPCC) at the New York City Department of Environmental Protection (NYCDEP) 26th Ward Marine Section Water Pollution Control Plant. NYCDEP’s on- going effort to inspect, test, maintain and determine the regulatory health of their PBS tanks, and ancillary equipment. As-built drawings were produced from record drawings and field inspections in order to satisfy the requirements of New York State PBS regulations NYCRR 614.7(d). SPCC Plans were developed to prevent oil discharges from occurring, to prepare the DEP to respond in a safe, effective, and timely manner to mitigate the impacts of a discharge, and to meet the requirements of Title 40 Code of Federal Regulations Part 112 (40 CFR Part 112). SPCC Plans detailed material storage, spill containment, drainage of containment areas, spill prevention training, inspection procedures, inspection and record keeping forms, spill potential, spill scenarios, spill response for minor and major discharges, as well as spill reporting requirements to internal and external agencies.
